Dear Ladies and Gentlemen,

Welcome to our 5th newsletter of the EU project "Energy Efficiency with Performance Guarantees in Private and Public Sector” (guarantEE).

This edition demonstrates once more that EPC is on the advance throughout Europe presenting shining examples.

Within the European Energy Service Award – bestowed by Berliner Energieagentur and the European Commission in 2019 for the 11th time – again companies and projects have been honoured for their outstanding efforts and achievements in energy services within the Covenant of Mayors Investment Forum in Brussels. Furthermore the International Energy Agency (IEA) has launched a new online resource on energy service companies around the world, while the QualitEE Project has published a new market research on European energy efficiency services markets, finance and quality.

Besides that, the guarantEE project partners inform about solutions for the split incentives dilemma, a new team of EPC facilitators and new models for third-party financing are presented in this newsletter.

_European Energy Service Award (EESA) 2019

A total of seven municipalities, institutions and companies from Croatia, Germany, Italy, Romania and Slovenia have been honoured within this year’s Awards Ceremony of EESA2019.

The winners of the competition received the prizes during the Covenant of Mayors Investment Forum - Energy Efficiency Finance Market Place on 20 February 2019 in Brussels and have been honoured by Dr. Peter Liese (Member of European Parliament and coordinator of the European People's Party in the Committee for the Environment, Public Health and Food Safety), Patrik Kolar (Head of Department B – LIFE and H2020 Energy, Environment, Resources at the European Commission‘s Executive Agency for Small and Medium-sized Enterprises) and Michael Geissler (CEO of Berliner Energieagentur).

In cooperation with the European Commission and within the project guarantEE, the EESA honoured once again outstanding European projects and institutions in the field of energy services. Winners were the City of Essen, the City of Ljubljana (Slovenia), the Technical University of Cluj-Napoca (TUCN) together with the Centre of Resources for Energy Efficiency and Climate Change (CREESC) and the City Municipality of Cluj-Napoca (Romania), E1 Energiemanagement GmbH (Germany) and the Region of Liguria (Italy). The jury also decided to hand out two recognition awards. The winners were NEWLIGHT Project from Croatia and BIM Berliner Immobilienmanagement GmbH and B.E.M Berliner Energiemanagement GmbH from Berlin, Germany.

_International Energy Agency Launches Online Resource on Energy Service Companies around the World

The International Energy Agency (IEA) has launched a new web resource dedicated entirely to energy service companies (ESCOs). The IEA’s new ESCO resource, which builds on the comprehensive Global Exchange for Energy Efficiency, features in-depth pages for 30 countries, interactive charts, a resource browser and a wealth of information on the global ESCO market.

The ESCO pages are based in part on an in-depth survey of more than 25 national ESCO associations conducted by the IEA in 2018. The survey covered ESCO financing models, energy performance contracting, and related policy measures. Information is also available on the characteristics of various ESCO markets across the globe. The ESCO pages also highlight key changes or developments in specific markets.

_Market Research on European Energy Efficiency Services Markets, Finance and Quality Published

A new report on European energy efficiency services markets and quality has been published by the QualitEE project.

The report focuses on energy performance contracting (EPC) and energy supply contracting (ESC) business models. It primarily analyses the results of a market survey completed by 188 EES providers and facilitators and 79 personal interviews carried out with financial institutions and clients. Furthermore, the report reviews the current status of quality assurance for Energy Efficiency Services in the 15 European countries covered and investigated the most desirable attributes of a quality assurance system preferred by market actors.

_Split Incentive? Triple Win Approach can be a Solution

In a recent webinar, the guarantEE consortium presented the triple win approach as a solution to the split incentive dilemma in office buildings. guarantEE developed three models where the client/building owner, the user/tenant and the ESCO are taking part off.

During this webinar the Dutch Governmental Real Estate Agency explained why they switched to all-in rent and showed the benefits for energy savings within governmental buildings.

The Dutch ESCO ovvia showed some Dutch examples of the use of the models in The Netherlands, such as in Strijp-T and a renovated office in Eindhoven.

_Italy has its team of EPC facilitators: 15 facilitators selected

Italy also has its team of Energy Performance Contracting (EPC) facilitators: thanks to the guarantEE project, 15 facilitators have been selected. The professionals followed a training course that ended on October 10, 2018 in Rome, at the ENEA headquarters, with the positive result of the final evaluation test that allowed them to register on the Italian national register of EPC facilitators.

The objective of the training course was to complete and integrate the technical skills with the knowledge and / or skills related to the facilitation of EPC contracts, to project management, to Building Information Modeling (BIM), to the regulatory framework of EPCs and to the selection of providers.

Therefore, a series of didactic modules have been created, with webinars, "question time" sections and dedicated video lessons, that have allowed to complete the specialized competence that an EPC facilitator must possess as a mediator capable of promoting the use of EPC contracts by conciliating the interests of all the actors involved in the contract.

_Île-de-France Energies Granted Authorisation to Offer Third-party Financing

Offering a one-stop-shop service for building energy renovation including all the technical and financial solution is the objective of Île-de-France Energies. So far, the financing solutions offered were based on bank loans. Since the 1st of March, Île-de-France Energy has been granted authorization to lend money to the condominiums for which an energy renovation project has been designed.

A loan of 100 million € from European Investment Bank to Île-de-France Energies will make it possible to offer long duration and low rate at a large scale.

This important milestone will make energy renovation of condominiums easier and more affordable!

EU Sustainable Energy Week (EUSEW) 2019

EU Sustainable Energy Week (EUSEW) is the biggest event dedicated to renewables and efficient energy use in Europe. It is made up of a 3-day policy conference offering various networking opportunities, an EU Sustainable Energy Awards competition with a public vote for the citizens' award and local events, Energy Days, held across Europe throughout the months of May and June. The 14th edition of EUSEW will take place from 17 to 21 June 2019, with the policy conference running from Tuesday 18th to Thursday 20th June in Brussels.

European Utility Week

The European Utility Week is a platform for achieving a fully integrated and interconnected electricity system and market in Europe. It hosts the environment for all key players in the smart energy ecosystem to come together and discuss European strategy to achieve a smooth transition towards a low carbon energy supply. This is reflected throughout the event from the exhibition, where the most valuable solution providers are presented, to addressing the key business challenges in the summit programme.
